经省政(zheng)府同(tong)意(yi),现将《进一步支持市场主体纾(shu)困发(fa)展的若干(gan)政(zheng)策和(he)举措》印发(fa)给你(ni)们,请认真贯(guan)彻(che)落实。
进一步支持市场主体纾困发展的若干政策和举措
为深入贯彻党(dang)中央、国(guo)务院决(jue)策(ce)部署及(ji)省委工作要求,更好地统筹疫情防控和经济社会发展,及(ji)时应对形势(shi)变化、回应企(qi)业(ye)关(guan)切(qie),全力支持相关(guan)行业(ye)克服困难、恢复(fu)发展,促进市场主体提质扩量增效,提出以下政(zheng)策(ce)和举措。
一、加大降本减负力度
1.全面落实减税降费政策。鼓励各地(di)(di)结合实际,对企(qi)业(ye)(ye)因疫情(qing)原因,导致正常生(sheng)产(chan)经营活(huo)动受(shou)到重大(da)影响,缴纳(na)(na)房产(chan)税(shui)(shui)、城(cheng)镇土(tu)地(di)(di)使(shi)用税(shui)(shui)确有困难的(de)按(an)规定给予减(jian)免。对小(xiao)(xiao)规模(mo)纳(na)(na)税(shui)(shui)人(ren)阶段性免征增值税(shui)(shui),对小(xiao)(xiao)型微利企(qi)业(ye)(ye)年应纳(na)(na)税(shui)(shui)所得额(e)超过100万元但不(bu)超过300万元的(de)部分(fen)再减(jian)半征收企(qi)业(ye)(ye)所得税(shui)(shui),将(jiang)科(ke)技型中(zhong)小(xiao)(xiao)企(qi)业(ye)(ye)研发费(fei)用加(jia)计扣(kou)除比例提高到100%,加(jia)大(da)中(zhong)小(xiao)(xiao)微企(qi)业(ye)(ye)设(she)备器具(ju)税(shui)(shui)前(qian)扣(kou)除力度。将(jiang)资源税(shui)(shui)、城(cheng)市维(wei)护建设(she)税(shui)(shui)、房产(chan)税(shui)(shui)、城(cheng)镇土(tu)地(di)(di)使(shi)用税(shui)(shui)、印(yin)花税(shui)(shui)(不(bu)含(han)证(zheng)券交易印(yin)花税(shui)(shui))、耕地(di)(di)占用税(shui)(shui)和教(jiao)育费(fei)附(fu)加(jia)、地(di)(di)方(fang)教(jiao)育附(fu)加(jia)等“六税(shui)(shui)两费(fei)”减(jian)免政(zheng)(zheng)策(ce)适用主体范围扩展至(zhi)小(xiao)(xiao)型微利企(qi)业(ye)(ye)和个(ge)体工商户,并在国(guo)家规定减(jian)免幅度内(nei)按(an)照顶格(ge)执行。将(jiang)2021年第四季度实施(shi)的(de)制(zhi)造业(ye)(ye)中(zhong)小(xiao)(xiao)微企(qi)业(ye)(ye)延缓缴纳(na)(na)部分(fen)税(shui)(shui)费(fei)政(zheng)(zheng)策(ce)再延续实施(shi)6个(ge)月,延续生(sheng)产(chan)、生(sheng)活(huo)性服务业(ye)(ye)增值税(shui)(shui)加(jia)计抵减(jian)政(zheng)(zheng)策(ce)。(省税(shui)(shui)务局牵头(tou),省财政(zheng)(zheng)厅、各市人(ren)民政(zheng)(zheng)府按(an)职责分(fen)工负责)
2.落实大规模增值税留抵退税政策。将先(xian)进制造(zao)业(ye)(ye)(ye)按月(yue)(yue)全额(e)(e)退(tui)(tui)(tui)还增(zeng)值(zhi)税(shui)(shui)(shui)增(zeng)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e)政策范围(wei)扩大至符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)小微(wei)企(qi)业(ye)(ye)(ye)和(he)(he)制造(zao)业(ye)(ye)(ye)等行(xing)(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)(含个体工商户)。符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)小微(wei)企(qi)业(ye)(ye)(ye),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)4月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)退(tui)(tui)(tui)还增(zeng)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e)。符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)微(wei)型(xing)(xing)(xing)企(qi)业(ye)(ye)(ye),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)4月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)一次(ci)性退(tui)(tui)(tui)还存(cun)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e);符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)小型(xing)(xing)(xing)企(qi)业(ye)(ye)(ye),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)5月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)一次(ci)性退(tui)(tui)(tui)还存(cun)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e)。对制造(zao)业(ye)(ye)(ye)、科学(xue)研(yan)究和(he)(he)技(ji)术服务(wu)业(ye)(ye)(ye)、电(dian)力热力燃气及(ji)水(shui)生(sheng)产和(he)(he)供应(ying)业(ye)(ye)(ye)、软件(jian)(jian)(jian)和(he)(he)信息技(ji)术服务(wu)业(ye)(ye)(ye)、生(sheng)态(tai)保护和(he)(he)环境治理业(ye)(ye)(ye)、交通运输(shu)仓(cang)储和(he)(he)邮(you)政业(ye)(ye)(ye)等行(xing)(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye),符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)4月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)退(tui)(tui)(tui)还增(zeng)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e)。符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)制造(zao)业(ye)(ye)(ye)等行(xing)(xing)业(ye)(ye)(ye)中型(xing)(xing)(xing)企(qi)业(ye)(ye)(ye),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)7月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)一次(ci)性退(tui)(tui)(tui)还存(cun)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e);符(fu)合(he)条(tiao)(tiao)件(jian)(jian)(jian)的(de)(de)(de)制造(zao)业(ye)(ye)(ye)等行(xing)(xing)业(ye)(ye)(ye)大型(xing)(xing)(xing)企(qi)业(ye)(ye)(ye),可(ke)以(yi)(yi)自(zi)2022年(nian)(nian)10月(yue)(yue)纳(na)税(shui)(shui)(shui)申(shen)报(bao)(bao)期(qi)(qi)起(qi)申(shen)请(qing)一次(ci)性退(tui)(tui)(tui)还存(cun)量(liang)留(liu)抵税(shui)(shui)(shui)额(e)(e)。(省税(shui)(shui)(shui)务(wu)局牵头,省财政厅配合(he))
3.延长申报纳税期限。对按月申(shen)(shen)报的(de)纳税(shui)人,受(shou)疫情(qing)影响按月申(shen)(shen)报纳税(shui)期(qi)(qi)(qi)(qi)限(xian)内办(ban)(ban)理(li)申(shen)(shen)报有困难的(de),可以(yi)依(yi)(yi)法(fa)向(xiang)税(shui)务(wu)机关申(shen)(shen)请(qing)办(ban)(ban)理(li)延(yan)期(qi)(qi)(qi)(qi)申(shen)(shen)报。对因疫情(qing)影响导致按期(qi)(qi)(qi)(qi)缴(jiao)(jiao)纳税(shui)款(kuan)有困难的(de),可以(yi)依(yi)(yi)法(fa)向(xiang)税(shui)务(wu)机关申(shen)(shen)请(qing)办(ban)(ban)理(li)延(yan)期(qi)(qi)(qi)(qi)缴(jiao)(jiao)纳税(shui)款(kuan),最长(zhang)期(qi)(qi)(qi)(qi)限(xian)不超过3个月。(省税(shui)务(wu)局牵头负责)
4.减免中小微企业和个体工商户房屋租金。在落实对(dui)承(cheng)租(zu)(zu)(zu)国有企(qi)业(ye)(ye)经营性用(yong)房(fang)(fang)或产(chan)权(quan)为(wei)行(xing)(xing)政(zheng)(zheng)事(shi)业(ye)(ye)单(dan)位(wei)房(fang)(fang)产(chan)的(de)(de)中小(xiao)微企(qi)业(ye)(ye)、个(ge)(ge)(ge)(ge)体(ti)工商户免(mian)收(shou)3个(ge)(ge)(ge)(ge)月(yue)(yue)房(fang)(fang)屋租(zu)(zu)(zu)金(jin)政(zheng)(zheng)策的(de)(de)基础上(shang),对(dui)2022年(nian)被列(lie)为(wei)疫情中高风险地区所在县级行(xing)(xing)政(zheng)(zheng)区域内的(de)(de),再免(mian)收(shou)3个(ge)(ge)(ge)(ge)月(yue)(yue)房(fang)(fang)屋租(zu)(zu)(zu)金(jin),全年(nian)合(he)计6个(ge)(ge)(ge)(ge)月(yue)(yue)(第四季度被列(lie)为(wei)疫情中高风险地区的(de)(de),要通(tong)过当年(nian)退租(zu)(zu)(zu)或下(xia)年(nian)度减(jian)免(mian)等(deng)方式足额减(jian)免(mian)6个(ge)(ge)(ge)(ge)月(yue)(yue)租(zu)(zu)(zu)金(jin))。转租(zu)(zu)(zu)、分(fen)租(zu)(zu)(zu)的(de)(de)免(mian)收(shou)房(fang)(fang)屋租(zu)(zu)(zu)金(jin)须(xu)落实到最终承(cheng)租(zu)(zu)(zu)人(ren)。对(dui)2022年(nian)省(sheng)属企(qi)业(ye)(ye)落实国家及省(sheng)相(xiang)(xiang)关政(zheng)(zheng)策,免(mian)收(shou)的(de)(de)中小(xiao)微企(qi)业(ye)(ye)、个(ge)(ge)(ge)(ge)体(ti)工商户房(fang)(fang)租(zu)(zu)(zu),在业(ye)(ye)绩考核和工资总额管理中视同利润处(chu)理。国有企(qi)业(ye)(ye)经营性用(yong)房(fang)(fang)或产(chan)权(quan)为(wei)行(xing)(xing)政(zheng)(zheng)事(shi)业(ye)(ye)单(dan)位(wei)房(fang)(fang)产(chan)在省(sheng)外的(de)(de),按(an)照属地相(xiang)(xiang)关政(zheng)(zheng)策执行(xing)(xing)。(省(sheng)财政(zheng)(zheng)厅、省(sheng)国资委(wei)(wei)牵(qian)头,省(sheng)委(wei)(wei)宣传部、省(sheng)管局(ju)、各市人(ren)民政(zheng)(zheng)府(fu)按(an)职(zhi)责分(fen)工负责)鼓励(li)非国有房(fang)(fang)屋租(zu)(zu)(zu)赁主(zhu)体(ti)在平等(deng)协商的(de)(de)基础上(shang)合(he)理分(fen)担疫情带来(lai)的(de)(de)损失。(各市人(ren)民政(zheng)(zheng)府(fu)牵(qian)头负责)对(dui)为(wei)中小(xiao)微企(qi)业(ye)(ye)和个(ge)(ge)(ge)(ge)体(ti)工商户减(jian)免(mian)租(zu)(zu)(zu)金(jin)的(de)(de)房(fang)(fang)屋业(ye)(ye)主(zhu),按(an)比例(li)减(jian)免(mian)相(xiang)(xiang)应的(de)(de)房(fang)(fang)产(chan)税(shui)(shui)、城镇土地使用(yong)税(shui)(shui),最长时间(jian)不超过3个(ge)(ge)(ge)(ge)月(yue)(yue)。(省(sheng)税(shui)(shui)务局(ju)牵(qian)头,省(sheng)财政(zheng)(zheng)厅配(pei)合(he))
5.缓解用水用电用气负担。对2022年被列为疫(yi)情中高(gao)风(feng)险地(di)区期间,确因流动资金紧张(zhang)、缴(jiao)(jiao)费(fei)困难的中小(xiao)微企业,鼓励(li)实行“欠费(fei)不(bu)停供(gong)(gong)(gong)、不(bu)收(shou)滞纳金”措(cuo)施,由企业提出申请并签订缓(huan)缴(jiao)(jiao)协议,在中高(gao)风(feng)险解除后(hou)次月补(bu)缴(jiao)(jiao)费(fei)用(yong)。鼓励(li)各(ge)地(di)对企业经营用(yong)水、用(yong)电(dian)、用(yong)气费(fei)用(yong)给(ji)予补(bu)贴。鼓励(li)供(gong)(gong)(gong)水、供(gong)(gong)(gong)电(dian)、供(gong)(gong)(gong)气等企业针对疫(yi)情影响出台相(xiang)关优(you)惠政(zheng)策(ce)。(各(ge)市人民(min)政(zheng)府牵头,省(sheng)电(dian)力公司、省(sheng)住房城乡建设厅、省(sheng)发(fa)展改革(ge)委、省(sheng)能(neng)源局按职(zhi)责(ze)(ze)分工(gong)负(fu)责(ze)(ze))
二、继续强化金融支持
6.加大普惠金融支持力度(du)。对符合(he)条件的(de)(de)法人银行(xing)机构发(fa)放的(de)(de)普惠(hui)小微(wei)企业和(he)个体(ti)工商户(hu)贷款,落(luo)实按余额增量(liang)的(de)(de)1%提供激励资金政策(ce),加大对受疫情(qing)影响困难行(xing)业的(de)(de)倾斜(xie)力度(du)。(人行(xing)合(he)肥中(zhong)心支(zhi)行(xing)牵(qian)头,省(sheng)(sheng)地(di)方金融(rong)(rong)监管局(ju)(ju)配合(he))完善“税融(rong)(rong)通”贷款业务服务,按可比(bi)口径企业纳税情(qing)况(kuang)确(que)定贷款授信额度(du),力争(zheng)2022年“税融(rong)(rong)通”业务累计投放400亿元以上。(省(sheng)(sheng)地(di)方金融(rong)(rong)监管局(ju)(ju)牵(qian)头,省(sheng)(sheng)税务局(ju)(ju)、安徽(hui)银保监局(ju)(ju)按职责分工负责)
7.实施困(kun)难企业贴(tie)息政策。鼓励(li)各(ge)地统筹资金,对受疫(yi)情影响较大的困难企业2022年(nian)新增贷(dai)款(kuan)给予(yu)贴(tie)息。(各(ge)市人民政府牵头负责)
8.推动金融机(ji)构(gou)援企助企。继续(xu)引(yin)导金(jin)(jin)(jin)融(rong)系统(tong)减费(fei)让利,鼓励(li)金(jin)(jin)(jin)融(rong)机构(gou)降低实(shi)际贷(dai)(dai)款(kuan)(kuan)(kuan)利率,督(du)促指导降低银(yin)(yin)行账户(hu)服务收费(fei)、人(ren)民(min)币转(zhuan)账汇款(kuan)(kuan)(kuan)手(shou)续(xu)费(fei)、银(yin)(yin)行卡(ka)刷卡(ka)手(shou)续(xu)费(fei),减轻服务业(ye)小微企(qi)业(ye)和(he)个体工(gong)(gong)商(shang)户(hu)经营成本(ben)(ben)压力。(人(ren)行合肥(fei)中(zhong)心(xin)支行牵头(tou)(tou)(tou)负责)进(jin)一(yi)步增加小微企(qi)业(ye)首(shou)贷(dai)(dai)、信用贷(dai)(dai)款(kuan)(kuan)(kuan)、续(xu)贷(dai)(dai),对受疫(yi)情(qing)影(ying)响(xiang)的困(kun)难企(qi)业(ye)不(bu)盲目(mu)惜贷(dai)(dai)、抽(chou)贷(dai)(dai)、断贷(dai)(dai)、压贷(dai)(dai)。对因疫(yi)情(qing)影(ying)响(xiang)出现暂时经营困(kun)难、确有还(hai)款(kuan)(kuan)(kuan)意愿的小微企(qi)业(ye),灵活采取展期、续(xu)贷(dai)(dai)、调整还(hai)款(kuan)(kuan)(kuan)方(fang)式(shi)、延后还(hai)款(kuan)(kuan)(kuan)期限等形式(shi),按照市场(chang)化(hua)原(yuan)则(ze)自主协(xie)商(shang)贷(dai)(dai)款(kuan)(kuan)(kuan)还(hai)本(ben)(ben)付息(xi)方(fang)式(shi)。(安(an)徽银(yin)(yin)保监(jian)局(ju)牵头(tou)(tou)(tou),人(ren)行合肥(fei)中(zhong)心(xin)支行配合)引(yin)导政策性银(yin)(yin)行通(tong)过(guo)提供优惠利率的应急(ji)贷(dai)(dai)款(kuan)(kuan)(kuan)、专(zhuan)项流动资金(jin)(jin)(jin)贷(dai)(dai)款(kuan)(kuan)(kuan)等多种(zhong)方(fang)式(shi)支持疫(yi)情(qing)防控重(zhong)点企(qi)业(ye)。(人(ren)行合肥(fei)中(zhong)心(xin)支行牵头(tou)(tou)(tou),安(an)徽银(yin)(yin)保监(jian)局(ju)、省(sheng)(sheng)(sheng)(sheng)地方(fang)金(jin)(jin)(jin)融(rong)监(jian)管局(ju)按职责分(fen)工(gong)(gong)负责)各(ge)级(ji)要(yao)组(zu)织(zhi)开展中(zhong)小企(qi)业(ye)银(yin)(yin)企(qi)融(rong)资对接专(zhuan)项行动,将(jiang)企(qi)业(ye)名单分(fen)配到各(ge)银(yin)(yin)行机构(gou),对首(shou)次对接不(bu)成功(gong)的企(qi)业(ye),通(tong)过(guo)轮换机制再重(zhong)新分(fen)配银(yin)(yin)行机构(gou)。(安(an)徽银(yin)(yin)保监(jian)局(ju)牵头(tou)(tou)(tou),省(sheng)(sheng)(sheng)(sheng)地方(fang)金(jin)(jin)(jin)融(rong)监(jian)管局(ju)、省(sheng)(sheng)(sheng)(sheng)发展改革(ge)委(wei)、省(sheng)(sheng)(sheng)(sheng)经济和(he)信息(xi)化(hua)厅(ting)、省(sheng)(sheng)(sheng)(sheng)科(ke)技厅(ting)、省(sheng)(sheng)(sheng)(sheng)农(nong)业(ye)农(nong)村厅(ting)、省(sheng)(sheng)(sheng)(sheng)商(shang)务厅(ting)、省(sheng)(sheng)(sheng)(sheng)工(gong)(gong)商(shang)联、各(ge)市人(ren)民(min)政府按职责分(fen)工(gong)(gong)负责)
9.加大融资担(dan)保(bao)支持力度。鼓励(li)政(zheng)府性(xing)融(rong)(rong)资(zi)担(dan)保(bao)(bao)机构(gou)为符合条件的(de)餐(can)饮、零售(shou)、运输企业(ye)提供融(rong)(rong)资(zi)增信(xin)支持,积极帮助受(shou)疫情影响企业(ye)续保(bao)(bao)续贷。(省(sheng)(sheng)地(di)方(fang)(fang)金(jin)融(rong)(rong)监管局牵头(tou),省(sheng)(sheng)商务厅(ting)(ting)配合)支持有条件的(de)地(di)方(fang)(fang)向(xiang)政(zheng)府性(xing)融(rong)(rong)资(zi)担(dan)保(bao)(bao)机构(gou)注(zhu)资(zi)、提供融(rong)(rong)资(zi)担(dan)保(bao)(bao)费用补贴。(各市人民政(zheng)府牵头(tou)负(fu)责)对单户(hu)担(dan)保(bao)(bao)金(jin)额1000万元及以下的(de)小(xiao)微企业(ye)和“三(san)农”主体平均(jun)担(dan)保(bao)(bao)费率保(bao)(bao)持在1%以下。(省(sheng)(sheng)地(di)方(fang)(fang)金(jin)融(rong)(rong)监管局牵头(tou),省(sheng)(sheng)财政(zheng)厅(ting)(ting)配合)
三、做好援企稳岗工作
10.实施养老保险费缓缴政策。对餐饮、零售、旅游、民航、公(gong)路水路铁(tie)路运(yun)输(shu)等(deng)特困行业(ye)企(qi)业(ye),在(zai)2022年二(er)季度实施(shi)暂缓缴纳(na)(na)养老保(bao)险费(fei)。用人单(dan)位因疫情防控实施(shi)静态管理导致延迟(chi)缴纳(na)(na)养老保(bao)险费(fei)的,可在(zai)封闭管理期结束后3个月内(nei)缴齐(qi),延迟(chi)缴纳(na)(na)期间免收滞(zhi)纳(na)(na)金。(省(sheng)人力资源社会保(bao)障厅牵头,省(sheng)财(cai)政厅、省(sheng)税务(wu)局按(an)职(zhi)责分(fen)工(gong)负责)
11.实施失业、工伤保险费缓缴政策。上年(nian)度按(an)时足额缴纳(na)社(she)会保(bao)险(xian)费的餐(can)饮、零售、旅游、民(min)(min)航、公路(lu)水路(lu)铁路(lu)运输等特困(kun)行(xing)业(ye)(ye)企业(ye)(ye),经(jing)参保(bao)地人民(min)(min)政府(fu)(fu)批准,实施阶段性缓缴失业(ye)(ye)保(bao)险(xian)、工(gong)伤保(bao)险(xian)费政策,缓缴期间免收滞纳(na)金。(省(sheng)人力资(zi)源社(she)会保(bao)障(zhang)厅牵头,省(sheng)财政厅、省(sheng)税务局、各市人民(min)(min)政府(fu)(fu)按(an)职责分工(gong)负责)
